The Council for Legal Education and Training (CLET) has officially inaugurated its 11-member Board, chaired by the Chief Justice of the Republic of Ghana, His Lordship Justice Paul Baffoe-Bonnie.
The newly constituted Board unites key leaders across the Judiciary, the Ministry of Justice, the Ministry of Education, the Ghana Tertiary Education Commission (GTEC), and top legal academics to oversee Ghana’s evolving legal education framework.

2. Justice Gabriel Scott Pwamang — Justice of the Supreme Court
3. Justice Jennifer Abena Dadzie — Justice of the Court of Appeal
4. Her Honour Siran Mahama — Circuit Court Judge
5. Dr. Justice Srem-Sai — Deputy Attorney-General and Minister for Justice
6. Dr. Clement Abas Apaak — Deputy Minister for Education
7. Prof. Augustine Ocloo — Deputy Director-General, Ghana Tertiary Education Commission (GTEC)
8. Prof. Kofi Abotsi — Dean, UPSA Law School
9. Prof. Peter Atudiwe Atupare — Dean, University of Ghana School of Law
10. Prof. Cynthia Forson — Academic Leader, Lancaster University
11. Prof. Raymond Atuguba — Director-General for Legal Education
Operationalising the Legal Education Act, 2026 (Act 1170)
The inauguration of the Board marks a major milestone in implementing the Legal Education Act, 2026 (Act 1170). As a corporate regulatory body, CLET is charged with maintaining national standards and expanding access to legal training across Ghana.
This reform shifts Ghana away from the legacy system where the Ghana School of Law held a central monopoly over professional legal instruction. Under the new framework, accredited universities and law faculties will assume a larger role in delivering professional preparation under unified accreditation standards developed by CLET and GTEC.
The Board’s inauguration follows transitional measures rolled out earlier this year, including an interim Pre-Bar Course introduced while institutions prepare for full accreditation under CLET’s supervision.
